Engage innovative solution providers via other transactions

“Other Transactions” (OTs) are flexible tools for acquiring research, development, technology, or prototypes.

OTs are not governed by FAR, CICA, CAS, or TINA but must follow the Procurement Integrity Act and competitive practices.

OTs bypass standard protest processes but can be challenged in the U.S. Court of Federal Claims.

They enable innovative solutions from non-traditional contractors (not engaged in federal contracts for at least one year).

Terms can be negotiated beyond traditional regulations, with agreements structured as fixed-price, expenditure-based, or hybrid.
